This project scope of work includes the design of infrastructure upgrades to the Louis Round Wilson Special Collections Library (Wilson Library). Wilson Library is a 317,529 GSF building originally constructed in 1929, with subsequent additions in 1953 and 1977. The University has been working with the North Carolina Department of Insurance on a coordinated plan to bring the Wilson Library into compliance with the current edition of the building code. The approved upgrades are to provide code compliant egress and new mechanical systems within portions of the 1953 and 1977 renovations. Specifically, the approved 2021-23 state budget appropriated funding for the creation of a code compliant means of egress upgrade and the replacement of air handling units 1, 2, and 3. The total appropriation for these scope items is $20,300,000. It is the intent of the University to replace and install additional air handling unit 7 as well as install new fire suppression and alarm systems as part of the project. This additional scope is pending UNC Board of Governors approval and will add approximately $9.5 million to the project budget.
There will be an initial Advanced Planning design phase in compliance with the State of North Carolina Performance Standards for Sustainable, Energy Efficient Buildings. In addition, the Advanced Planning design phase will examine long term conceptual planning for the Library at a high level to ensure that appropriate strategies are being pursued as part of the infrastructure upgrades project, the goal being to not hinder future programming improvements. The University will then contract with the design firm for the defined scope of work to provide: Schematic Design, Design Development, and Construction Documentation, including Life-cycle Cost Analysis at each design phase; Construction Cost Estimation; Phasing Plans (as may be necessary); and Construction Administration services.
Design Services shall include: Architecture, Structural, Mechanical, Electrical, Plumbing, Fire Protection, and Abatement Design. Library planning experience via the team lead or direct consultant is also preferred.
The project delivery method shall be Single Prime Bid and Contract.
The project budget is estimated at $27,400,000.
